Upgrade check configuration

A specialized version of Build configuration is a file called .scotty-builds.upgrade-check.

For specialized builds (see Specialized configuration), that would require a file like .scotty-builds.upgrade-check.my-spezialized-build.

In this file the configuration is used to perform our regular check for recipe updates.
